Public Finance, Governance, Justice, and Development: Keynote Address by Dr. Akinwumi A. Adesina Highlights African Development Challenges and Opportunities

Nairobi: In a compelling keynote address at the 2025 Kenya Law Society Conference, Dr. Akinwumi A. Adesina, President and Chairman of the African Development Bank Group, emphasized the critical role of public finance, governance, and justice in fostering sustainable development across Africa.

According to African Press Organization, Dr. Adesina articulated that public finance is not merely a governmental ledger but a reflection of a nation's constitutional values and legal integrity. He highlighted that effective management of public finance can serve as a cornerstone for economic growth and prosperity, aligning with the African Development Bank's commitment to promoting accountable governance and sustainable development across the continent.

Dr. Adesina underscored the importance of the rule of law in driving growth and attracting foreign direct investment, pointing out that nations with political stability, transparent democracies, and low corruption levels tend to draw more investment. He drew attention to the Global Rule of Law Index, where African countries rank lower compared to global counterparts, urging Africa to improve its standing to enhance growth and development.

The address also touched on the governance of natural resources, with Dr. Adesina advocating for strong legal frameworks to ensure resources benefit the population. He cited examples of successful countries like Norway and Saudi Arabia that have leveraged their natural resources for national prosperity through robust governance and legal structures.

Highlighting the challenges posed by public debt, Dr. Adesina called for the judiciary's involvement in safeguarding national interests against practices like vulture funds exploiting legal gaps in international debt frameworks. He emphasized the need for African countries to strengthen their legal systems to negotiate better terms and protect their economic rights.

Dr. Adesina also discussed the pivotal role of the African Development Bank in supporting legal reforms and strengthening governance across African nations. He provided examples of successful interventions, such as improving judicial efficiency and enhancing public finance transparency in countries like Kenya, Rwanda, and Botswana.

In conclusion, Dr. Adesina called on African legal professionals and judiciaries to uphold the rule of law and ensure justice, promoting an environment where businesses can thrive, investments flourish, and development becomes a reality for all Africans.
