Seychelles: President Dr. Patrick Herminie chaired a scheduled Cabinet meeting where significant legal and policy memoranda were approved. The meeting, held on Wednesday, 26th August, focused on enhancing national systems and strategic frameworks.
According to African Press Organization, the Cabinet approved the signing and ratification of the African Charter on Statistics and the SADC Protocol on Statistics. This move reaffirms Seychelles' commitment to aligning its national statistical system with African, regional, and international standards. The aim is to enhance the quality and harmonization of statistics, support evidence-based policymaking, and strengthen institutional capacity through technical cooperation. These initiatives are expected to be implemented with minimal financial impact while fostering capacity building and partnerships.
The Cabinet also endorsed the Ministry of Education and Human Resource Development Strategic Plan 2026-2030. The plan will serve as a national roadmap focusing on improving teaching, governance, workforce development, digital transformation, and institutional capacity. Ministries, departments, and agencies have been directed to collaborate for the successful implementation of the plan, with resources mobilized through existing government mechanisms.
In addition, the Revised National Policy for Open and Distance Learning (ODL), 2026, was approved as the framework for expanding accessible and technology-enabled education in Seychelles. The policy emphasizes governance, digital transformation, quality assurance, and partnerships, with the Ministry of Education leading its implementation. A costed National ODL Action Plan will be developed, and a National ODL Steering Committee will be established.
The Cabinet approved in principle the National Addressing System Bill, 2026, which aims to standardize national addressing for improved service delivery, emergency response, and infrastructure planning. A National Addressing System Department will be established under the Ministry of Local Government and Inner Islands, with the bill to be finalized and submitted to the National Assembly.
Finally, the Cabinet approved in principle the Law Enforcement Integrity and Accountability Bill, 2026. This bill aims to strengthen integrity and accountability within law enforcement and security agencies. It introduces mandatory use of body-worn cameras, protection of classified information, and new offences for bribery and information leaks.
