The government of Seychelles has signed a memorandum of understanding (MoU) with the government of the United Arab Emirates (UAE) to modernise and transform the public service.

The signing ceremony took place in the UAE on Tuesday last week, on the sidelines of the World Government Summit 2022.

The MoU “aims at strengthening and developing joint action for boosting institutional capacities, and government practices, while enhancing governance”.

Under the agreement, the two parties will cooperate to improve and develop government activities and practices “through exchanging knowledge, experience, best practices and benefiting from their mutual expertise”.

The areas of cooperation are:

• Government services

• Government accelerators

• Programming

• Statistics and competitiveness

• Smart services

• Government performance

• Innovation and excellence

• Leadership capacity building

• Strategic foresight, planning and strategy management

In order to ensure the successful implementation of the provisions of the MoU, a joint technical team will be set up.

The MoU was signed on behalf of the government of Seychelles by the Minister for Investment, Entrepreneurship and Industry, Devika Vidot, and Mohammad Abdullah AlGergawi, Minister for Cabinet Affairs of the UAE.

To note, Minister Vidot was representing the Minister for Finance, National Planning and Trade, Naadir Hassan.

Minister Hassan, who is also the chairman of the Result-Based Management National Steering Committee, has welcomed the signing of the MoU.

“The government of Seychelles welcomes the signing of this MoU, which comes at an opportune time, as it is embracing the result-based approach to service delivery in the public service. With the well-established high standard public service system and delivery, already in place in the United Arab Emirates, the MoU will enable the sharing of knowledge, experience and standards, which will further enhance the implementation of our result-based management framework and digitalisation of the public service. On behalf of the government of Seychelles, I want to express my deepest appreciation to the government of the UAE for this new development partnership with our country.”

Minister Hassan has also expressed his appreciation to Minister Vidot who signed the MoU on his behalf.

The newly signed MoU will be valid for a three-year period.
